Is it possible that the new heavens and the new earth have not yet been made when verses 23-24 take place? I emphasized two spots. The "as" is a comparison that the seed and name will be eternal
like the new heavens and new earth. The "will make" does not give us a point in time for the "making". The point of the verse is the eternality of the seed and name.
